Births
The early Birth Records for Kenai and the rest of Alaska are mostly to be found in Church & Russian Mission Records. There are some on FS.
I found one film with a few Births from 1913 - 1915.

The very best bet to find early births in Alaska is to use the FS Catalog
and do a search for 'Alaska Baptism's'
Use the 'Keyword' function, there are a lot of Church Records.

I found an old book which contains deaths in the National Cemetery at Sitka.
Published in 1948,
it may contain burials that are not listed elsewhere.
